1) What is the verb tense, how is it different than the Passé Composé?
The verb tense for l'imparfait is narrating in the past. You use it to describe emotional and physical conditions or states in the past. The time at which these actions or states began or ended is not important.
2) When do you use it?  vs when should you use the Passé Composé
Some expressions are usually followed by the imperfect.

• Imparfait = what was happening all around you (including you), background. Also ongoing events, habits, and what used to be.
• Passé composé = what took place at that very moment: a specific event or a succession of specific events, or the main storyline.

3) How is it formed in the regular
forms?

To get the stem for the imparfait, you drop
the -ons ending from the nous form of the
present tense. Than you add the imparfait endings to this
stem.
